You really should have a better weapon than a quarter staff by the
quest. That said, if you stand on the up stairs you should be able to
beat him to death with the staff eventually.

You can convert an altar that belongs to another god by sacrificing
there. There is a chance though that the rival god will summon
nasties when you try. Good to be prepared to escape. But it's
probably worth getting a co-aligned altar. PS don't try this if
there's a priest of another alignment there, take my word for it.

Yeah - he retreats to the upstairs; beat him there, and he can't run
around anywhere, and you can beat him to death slowly. Not elegent, but
effective.
