Both of them (Plus added criticism) can be found in the plot guide at
www.gamefaqs.com/

Just type in "Resident Evil" in to the search facility and click any of
the games for FAQs/Guides.

I think the latest update (It's a big thesis, updated since 1998-ish)
can be found under Resident Evil 4.

It'll take a while to read fully, but you can probably just use a text
search in your word processor to find Wesker's Report.
