In a basic Timhost game with usual Crystal defaults...

If a webmine field is popped around a planet with an orbiting enemy ship
there, that has never hit a mine, is it still drained of fuel each turn
it is in the mine field? I get no messages of it but the docs seem to
say it is so.... Is that correct?

"Web mines drain 25kt of fuel from a ship
every turn that the ship begins the turn in the web
minefield. Any ship that hits a web mine looses 50kt of fuel
OR 1/6 of the amount of fuel in
the ships fuel tank, whichever is the greater amount."

Yes, drain happens. As Tholian you only get messages from those ships
that either hit a mine or are completely run out of fuel.

And overlapped webminefields do that aswell. So 2 overlapped web-minefields
take 50kt fuel from one ship and so on.
