(WFB) Bret. army guide on rgmw website

Can someone tell me how accurate the "How to build a Bret. army" guide on
the rgmw website is? (I'm thinking it's based on the last edition of the
army book.)
I bought the 2003 army book for cheap, and I really want to put together a
small force, just get a feel for how they play (and to buy cool minis). So,
even if the guide is dated, would it still be a good resource for me, or
have things changed enough to make it unusable?
