I think the answer has something to do with the original Super Mario

Super Mario Bros. called them "Worlds", not levels. The first game I
can think of that had levels was Pac-Man, but I don't know if it
called them levels or not.

It was appropriated from scientific measurement. Ie. This water has
reached this (x) level in the glass. The water in the glass once it had
stopped moving is regarded as 'level' and then it could be measured.

It's used at any point at which a measurement could be taken accurately
though and has several meanings today.
