Post subject: Wonder Victory?

Hi, Can anyone explain the requirements for victory by wonders? I just lost
a great game (I was way up on culture, cities falling to my superior charm
and intellect left and right) and I lost because I'd only built 18 wonders
and the AI civs had built the other 11. I can't find the answer in the
manual or at civ fanatics. Thanks.

For civ3, a wonder victory goes to whoever has the highest score when the
last wonder is built.
