It's part of an article about using flyers. They included that extract
because it had the only non-FW flyer rules that had been printed.
The entire VDR is on the German site - does that make it "presently legal"?

It's an extract to allow players with flyer models who don't have access to
the FW rules to use them in a 40k game, nothing more.

They're at least somewhat useful for providing a framework to build on
though. Switching in options and points from the current codexes isn't that
hard.

Bloody hell, that's even more out of date than the CA 2004 copy I have here
