There are two things about VATSIM membership (based on my own experience)

1. Requirement of ISP bound email address

If you have hotmail as your main day-to-day account forget it... I never
use my ISP accounts because that is the only non-constant thing in internet.
You change providers you lose your contacts.

When I did apply to VATSIM last year my address was rejected because it
was hotmail or some web-based service (yahoo, etc.). OK, so then I tried
submitting my ISP address which I never read because the address I get from
them is so darn cryptic (_c12345@wanadoo.nl) and guess what? it was also
rejected because they don't see it as an ISP? is that my fault? also, is it
my fault that I get a cryptic address from my ISP that looks more like some
spam email address?

No, that is why for communication I stick to my regular address which has
not changed in the past 10 years (in fact, I joined hotmail long before it
was taken over by microsoft).

2. Non-responsiveness

I then wrote to VATSIM explaining #1, that it is a real ISP address, etc.
etc. and I never got so much as a response or confirmation of any kind.

Have they improved on this?

Ditto what canuck posted. If you do not get a response from VATSIM then try
and write to the person in charge of the region that you want to join. He or
she may be able to get you sorted out. You can get to the various regions
from the main web site www.vatsim.net

If you still have no luck post back here and I will try and help further

Them's the rules I'm afraid. Some time back I blv they had problems with
fools, vagabonds and roustabouts getting access to the server and
interfering with procedures by abusive and childish rants etc.. So they
implemented tighter rules to counter this. I am afraid it is the mindless
minority spoiling things for the majority.

How often do you change providers? I have been with my current one for over
a year and before that I was with my previous one for near on 8 years. I
only changed because I moved country.

I think if you supply your current ISP address they will accept you and
thereafter all log-ons are conducted via given pilot number and a password
with no reference to your ISP. The only time it may become an issue would
be if you forgot your password or they needed to contact you. Other than
occasional news mailings, I don't recall ever having had a personal e-mail
from them.

Bear in mind that it is volunteers that run the thing in their spare time at
no cost to you. They clearly state the rules and considering how many
members they have it would be unfair to expect them to respond to what is a
common problem. Generally things like this are given more attention within
their forums where you are more likely to be read by a moderator.

Emilio, I use drmckeeremove.TakeThisOut@bigfoot.com (less the obvious word) as an email
address when I signed up for VATSIM many months back and it was accepted
without problem. Bigfoot.com is actually a mail forwarding service, FREE, I
believe, for basic services. Bigfoot will forward my mail to my ISPs POP3
Server, no matter who the ISP is now or how many times I change ISPs. I
then set up MSOutlook to check my mail box at the ISP POP3 server as I
normally would. This way, if I choose to change ISP, I don't have to notify
everyone on my mail list that 'my address has changed to . . . ". My
friends or associates continue to send mail to me at my Bigfoot address and
they have not knowledge I changed ISP. You may wish to check out
www.bigfoot.com . In your case, you can set up the Bigfoot account to
forward your mail to whatever mail service you use, be it internet mail,
such as hotmail or yahoo, or to an ISP mail server. I know VATSIM accepted
it a while back and likely still does accept that as a valid e-mail.

Another solution is using an alias through your ISP. Most, if not all,
allow alias names. My email address is akita at something.com and it
is an ISP e-mail address. Write your ISP, and pick a name.
