Can you have more then three neighborhoods?

Do you add 3rd party wallpapers, objects, skins and so on similar to
Sims 1?

Music?

Yes, as many as you want. There are even some 3rd party Neighbourhoods for
download http://www.genensims.com/guest/MadameMim/index.htm

You will put everything into My Documents/EA Games/The Sims 2/Downloads.
You can put subfolders in there if you have Nightlife of later expansions
than that. (It's possible they might have patched the base game to allow
that also, but I don't know for sure.) I guess if you are playing the base
game only, just try subfolders and see if they work.

Downloads will be in .zip or .rar files. Just unpack them into Downloads.
Walls, floors, sims and lots will be sims2package.package files and will
have to be installed first. I suggest you download CleanInstaller from
www.modthesims2.com (link on the main page) and make it the default
installer program instead of the one that comes with the game. It just
dumps everything into Downloads, plus it changes the name of the files to a
bunch of gobbledegook that you can't recognize ever again. CleanInstaller
lets you look at everything that's coming into your game along with the lot
or sim file, plus you can put stuff where you want it.

Oh I think you might be right there Jeanie, they have changed things with
the later patches.

The other thing Katie, don't EVER download occupied lots from the Exchange -
you are asking for trouble.

Best wishes

Better yet, don't download _any_ lots from the Exchange. That's asking for
trouble. Half the time the people who upload them don't even know which EP's
they've got.

For that matter, once you've got the game up and running, don't bother
to ever go to the official site again...it is a wasteland of uselessness...
