Untap target creature and gain control of it until end of turn. That
creature gains haste until end of turn. (It can attack this turn.)
Your reading is correct: the only restriction on which permanents can be
targetted is that you must target a creature. It doesn't have to be
tapped, and for that matter doesn't have to be controlled by another
player. If part of a spell's effect is impossible, that part is simply
skipped, and the spell does as much as it can. Therefore, if the card is
untapped when the spell resolves, that part of the effect does nothing,
and the rest of the effect continues as normal.
