the bandwidth monitor doesn't do anything except let you watch the
downloads. You must successfully log in with your Steam Username, and
make sure you have told Steam to remember your login info. (You must use
the one which you registered when you first installed Half-Life 2 - your
CD Key will be attached to that - do not create a new Steam ID).
Ensure that all the games you wish to play are complete up-to-date - do
this by starting the game in online mode (occasionally, a bug happens
which causes games to not fully update until they have been played once)
If you've tried all this with no luck, you may have an issue with your
clientregistry.blob file (the file which saves your login info) - a
common fix is to rename that file and restart steam (Steam auto-creates
that file again if it can't find it)
