once you've built the dorm-to-be, open the cheat window (<Ctrl>+<Shift>+<C>)
and enter `changelotzoning dorm` (less the `s).

also all dorms must have the following to work:
shinytime cooktop
counter islands
diswasher or sink in the same room as the shinytime cooktop
garbage can
lights
at least 1 phone
sprinklers
This is straight from the sims 2 university strategy guide- enjoy!

Well, it's a lie. OK, you need the stove so that the NPC Cook will come, but
you do not NEED;
a dishwasher or sink (let alone in the same room as the cooktop) - although
it does make cleaning up easier it is NOT necessary
a garbage can - see dishwasher
lights - improve room values and your own vision, nothing else
phones - especially with mobile phones, but even if your Sim doesn't have
one you don't need a phone (unless you want to make/keep friends outside of
the dorm)
sprinklers - are a definite no - get rid of them and install smoke alarms -
all they do is make it easier for the damned cow to cause havoc.

Two, a male and a female, but they do respawn if something happens to them
and you do not have mods to stop them from respawning.

So, this begs the question: How do I rid myself of useless townies,
walk-bys, cheerleaders, mascots, professors, etc., without them being
magically "reproduced?"

Head over to MATY. Pescado has/had mods for the prevention of respawing of
townies and secret society members, to name two that I remember.
There's also mods there to stop the bas.... - 'darlings' from walking by
when you don't want them to.

Two Jeffs has a hack for that - you can select what people are allowed on
the lot and it will zap anyone who is not allowed. I think it's been
updated for OFB.
If you mean delete them altogether - the easiest way is to delete them when
you set up the neighbourhood with the delete all characters cheat. However,
if you want to delete in an established neighbourhood, you can delete with
SimPE or manually (as long as you know which files are the townie files).
However, you might run into (serious) problems with that since your playable
sims will have memories of the townies. Memories need to be attached to
actual sims (actually their files) in order to function properly. Ideally,
when deleting a sim permanently, you need to go through everybody's memories
and delete all memories relating to that sim before you delete the sim
itself. One or two unattached memories aren't usually a problem but a lot
will cause problems as the game struggles to compensate for their absence.
I don't know about you but my main neighbourhood has 486 sims in it with
about 100 playable ones. This is not something I would care to do. And I'm
pretty good about keeping the memory file clean as it is. Once the townies
are deleted, the hack you need is no townie regeneration - I'm not sure that
works for students (I think there's a separate hack for that) and
downtownies and shoppers.
