It's a very good set for killing undead, at least if your normal gear is
blue, probably tier 2 epic geared people wouldn't see any point but it's
not aimed at them. I've got 2 of the pieces on my rogue and they offer
similar or better stats than my existing items do:

45 attack power and 10 stamina against 22 attack power and 7 stamina (plus
0.5% crit 1% dodge) means undead slaying are clearly better. I have a +9
stamina enchant on the darkmantle bracers which balances it a little but
I'd still choose to wear the undead slaying ones in Strat or Scholo or
grinding scourgestones. I'd be sorry to lose the 1% dodge, as I'm a fan of
dodge, but the attack power wins for me.

6 more stamina, 32 more attack power, but loses 1% crit chance. I
personally don't rate crit much, I'm not a daggers rogue so only have about
20% crit anyway and I'd take the attack power over it any day. Again my
normal gloves are enchanted, this time with +7 agility, but it still
doesn't make them better against undead.
And if you get the 3 piece set bonus (I never got the chestpeice) you get a
2% increase in damage v undead. There's no way you couldn't call that good.
