Post subject: Unable to change PAL setting?

I don't seem to have the option to change the pal settings. The the
cable is switched to TV, but still the option doesn't appear. I was
hoping changing this setting would help cause to make matters worse I'm
only getting black and white picture. I'm trying to run it on an older
TV set with the yellow jack for now. Could it be cause was modded?
