One of my characters cannot create new chat windows and also can't save
spellsets. Which files in the EQ folder save that data? Can I delete them
and repatch or do I need to re-install the game over itself to fix this
problem?

Chat windows (dimensions, filters, background colors, etc.)
are specified in files named UI_Charactername_servername.ini.
Look for things like [ChatWindow] and [Chat 1]. There's also
a section labelled [ChatManager] that includes info about all
your chat windows, such as their titles, current languages,
default channel if you just type ENTER-text-ENTER, etc.

The spellsets are stored in Charactername_servername.ini (i.e.
the same name except no UI_ in front).

Unfortunately if you delete those files you'll lose all sorts
of UI about your character: screen layout (all windows, not
just chat), socials and hotbars, friends list, etc. etc. etc.
Still, you could try moving the files aside and see if that
fixes your problem, and then look at copying pieces back from
the old files.

Note that you might just be up against a limit of some sort.
For instance, there's a limit of 10 spell sets. I don't know
if there's a cap on the number of chat windows.

I will look into doing that this weekend. I only have one chat window. It
almost seems like I created a secondary window, then somehow managed to
remove the main window, leaving only the secondary one, which won't allow me
to create any new ones, or filter anything. No idea why I can't right click
on the little box below my spells and save, load or delete spell sets
either. I may just re-install EQ over itself to fix it.

Reinstalling over what you've got might not fix it, since it won't
touch the character-specific files. (They're not part of the
release.) If you rename the folder and install from scratch, that
ought to do it. But it's a lot easier to just move the two files
for your character (named in my previous post) and see if that
fixes the problem. If so, then start copying sections back from
the old files until you figure out which piece is causing problems.
Sometimes I've found something obviously broken in one of those
files, maybe a result of the client crashing at a bad time.
