In Oblivion.ini, change the line bBorderRegionsEnabled=1 to
bBorderRegionsEnabled=0
In general it's not worth the bother, though, as only
procedurally-generated stuff is across the border - it doesn't have
placed enemies or items.

But you can kill boars and sell their skins though, right?
