Transfer Equipment and Red Herring/Change of Target type e..

This came up from the official Vtesonline.com when someone was playing
a Laibon chimerstry smiling jack wall.

He tried to equip with a Deer Rifle from his hand, and when blocked
played Red Herring. Then he wanted to know if he could transfer a Deer
Rifle off another vamp. It was only the deer rifle, not a mult-equip
transfer. Would that make a difference?

We weren't sure if it was legal or not, but decided to let him go
ahead.

How should this play out?

He can.

That's a different action, since it has a different "target".
