It takes Rank 10 to get the last two Champions pieces. Rank 11 is the
Epic Mount for 99g reward.
The formula is pretty well hammered out now. For the full explanation
search the web for WOW + Rank + "Rating Points".
Basically, you can only guess how much effort it takes on your realm to
get ranked X for the week. The actual amount of CP/Honor points is all
relative to the other players (for both factions). But beyond that it
becomes pretty well known.
Rank 7 to 8 takes being approx 300th for a couple weeks in a row.
Rank 8 to 9 takes being approx 150th for a few weeks in a row.
Rank 9 to 10 takes being approx 75th for several weeks in a row.
You can obviously cut the time down by placing alot higher. For
instance, you might go from Rank 8 to Rank 10 in three weeks if you
consistantly finish in the top 20.
Technical details:

Every player has an invisible number of "Rating Points" that determine
your Rank. These are *not* the contribution points you see on your
character profile, which are only used to calculate your weekly
standing. It's the standing that determines how many RP you get
awarded. Here are the break points:
Rank 1: 0-1999
Rank 2: 2000-4999
Rank 3: 5000-9999
Rank 4: 10000-14999
Rank 5: 15000-19999
Rank 6: 20000-24999
Rank 7: 25000-29999
Rank 8: 30000-34999
Rank 9: 35000-39999
Rank 10: 40000-44999
Rank 11: 45000-49999
Rank 12: 50000-54999
Rank 13: 55000-59999
Rank 14: 60000-65000
Every week each player loses 20% to these points to *Decay*. You never
drop more than 10%, but in order to go UP, you have to earn your decay
back and then some.
Example: At Rank 8 your first 6000 Rating Points are eaten up by decay.
If you keep earning 10,000 points, it will take about 2 weeks to go up
to Rank 9.
So.... How much RP is awarded for each standing?
The person who finishes 1st on the realm gets 13,000 RP. Everyone else
gets less. Only Blizzard knows the exact formula, but it appears from
people keeping track of their progress that it's based on some kind of
bell curve. On my realm finishing 100th (the best I ever did) got me
8800 RP that week. A guildmate who consistently finishes in the top 50
gets around 10500 and has reached the point where he's just treading
water just shy of Rank 11.
