They are indeed BoP. You can't buy them.
Tokens are used instead of actual item drops in order to improve the
variety of loot from a single kill. Using the old Molten Core-style loot
system, a boss might drop Druid shoulders and Warlock gloves. If you
don't have anyone in your raid who needs those specific pieces, you are
out of luck.
But using the new system a boss might drop two tokens, one of which can
be redeemed for gloves usable by Priests, Warriors, and Druids, and the
other token is for Warlocks, Mages, and Hunters. This system gives a much
greater chance that *someone* can use the items which are dropped.
