Having set up that exact arrangement for my in-laws I can say your best bet
is to use a switch box. Otherwise you'll go crazy trying to figure out how
to "pass through" signals from one device through another.
If your TV has an s-video input then get an s-video capable switch. If it
only has composite, then get that. If it has neither composite nor s-video
then use an RF switch. This would require an RF modulator for the WebTV.
But after two years of that setup they found the VCR never got used. This
last Xmas I moved it to another TV elsewhere in the house. The switchbox
was also removed when we gave them a new HDTV last year. Now they just use
input 1 for Tivo, 2 for WebTV and antenna for analog cable. Works great for
them.
