Of course the "signal format" is preserved. This is one of the
reason that there are multiple regions for DVDs. Different regions
have different video formats. Try to play a disc or tape from a
mismatched region and your TV may not be able to cope with the
resolution or framerate (depending on if your player device
can even decode the media).
A DVD from Amazon UK will spit out video in PAL format.

PCs tend to have wildly varying refresh rates and display resolutions
so it's pretty mundane for video to be "automatically translated" when
being played on a PC.
Actual DVD players are a bit more dicey.
A PC should be able to take whatever a Tivo can throw at it and vice-versa.
