They'll still be available.
The only gotcha is that inactive characters may lose their name (so that
someone who was actually playing could use it.)
I've been away a couple of times, and even characters I made in the
first month CoH existed on servers I don't play on now and never touched
since are still there.
I bounced around a lot then looking for the least laggy server.

They've talked a couple of times about deleting inactive accounts and/or
recycling inactive character names, but so far I don't think they've
done it. They did firmly state a name-recycling policy with the
namechange/server change options, but I'd bet that most inactive
characters will remain untouched for quite a while.

I restarted recently too, but after a much longer interlude. I
actually had some trouble getting my account re-started, and wound up
having a whole new account, with no access to my old characters.
Welcome back! Any of youse guys, feel free to drop me a line: Astral

Thanks guys. I'll fire it up and give it a go.
Unfortunately, I'm going to have to reinstall everything first (thanks
to a computer meltdown during my away time), so from what I remember I'm
going to be installing a few updates, which may take a while, but at
least if my characters are still available I won't have to start back at
lvl 1again, hopefully.

Although with issue 11 looming on the horizon, you may want to start a
new character to use the dual blades and/or willpower set.

If you've got no bandwidth connections and don't mind the install
taking a couple of hours, you can just run CohUpdater.exe; it will
download and install the game for you. That may be more convenient, if
you've an out-of-date install CD.
