Technology count

I can never get to 100% on technology count even though I have upgraded every
possible selection that I can find. The best that I can seem to get to is
84%. Why is that?

Because normally not all civs have all techs available (example: Aztecs have
no way to research stable techs because they can't build stables). If you
all civs to have all techs there's a box you can check on the set up screen
to allow it.
