Tech: Jungle King Coin-up Problem

Ideally I'd like freeplay, but that doesn't appear to be an option. Next
best is both slots set to 1 coin/1p play but I can't seem to arrive at
that option.

With all coin dip switches set to on (1coin/1play option) I have:

Problem:
Coinage switch set to off (2 ways)=Left coin slot 1 coin/1 play but
right coin slot 2 coins/1 play.

Coinage switch set to on (1 ways)=Left coin slot does not register but
right coin slot 1 coin/1 play.

What the heck? What is 1 way/2 way switch supposed to do?
