Tech: Frogger Graphics Glitch

I have a Frogger board (Galaxian style with the 44pin connector) that
plays, but has lines of garbage horizontally across the screen. They
are mostly white zeros, but there is some colored text and other things
as well.

Any ideas where to start looking?

As a future reference for anyone searching on this, the fix was a 2114
at 3f. The board also had a problem in that the Frogger was transposed
half-way up the screen, and that was fixed by replacing a 74LS139 chip
at 4d.
