There has been a discussion on this topic in the WW forum a little
while ago.
Having played "Target Vitals" (8 copies + 2 copies of "Target Hand")
in a tournament last weekend, I can say the card is definetely very
strong, not so much against combat decks, but against decks with light
or no combat defense it's awesome. It's debatable if the card is
really _overpowered_. The main problem IMHO is that you do not have to
meet any requirements for playing it. So it can be included in any
weenie/ally/imbued deck easily. Without having _any_ discipline, you
can hit for 4 with "Weighted Walking Stick" and "Target Vitals". Maybe
it would have been a better decision that they would require Celerity
or Auspex or something similar.
I don't think it makes _all_ of the other aim cards useless in
comparison; I also quite like "Target Hand" due to its ability to
destroy weapons. "Target Vitals" is not so good as you only need a
single card to cancel it.
