From what I recall, this particular mod only works when you start a new
game, not when you're in the middle of one (and even then it's
temperamental).

A better approach would be to open the console window and type:

set timescale to xx

Where xx is the number of cycles (in-game minutes) per actual minute. By
default it's set to 30, but I have mine set to 15.
