sorry this is a slightly open ended question - how computationally
demanding are state of the art AI techniques. Specifically is it
realistic to try use any of these techniques in a mobile phone based
game?

Hi, look as you stated, your question is rather open ended. I think you
should approach in a slighty different way, first you should look what
kind of game are you going to do? is it going to be a board game?, or a
more /sofisticated/ kind of game.

After you know what kind of game you are going to use, you must do some
research about the AI techniques used in that kind of specific game
genere or if your game is not of a specific genere (which would be
great) then look for the AI used on the generes that you game is more
similar to.

Anyway, there are some game AI techniques which are general for all
kind of games like FSM (Finite States Machines), search algorithms (A*,
maxmin, etc), scripting or Bayesian networks. For those, I think it is
possible to use them in current Mobile technology although your data
sets may have to be small.

Again, I will sugest you define specifically a type of game you would
like to make and then post again.

THz level. It's too much even for desktop computers, but they are
used here anyway.

Mobile phone would be more killed by memory.
