By and large, in an RPG, yes.

The problem is, heroes tend to be 'reactive' rather than proactive.

With villains, you just tell the players 'OK, here are your powers, come up with your dastardly scheme' and have the world
_react_ to it. With heroes, you as GM have to come up with some feasible scheme to upset the powers that be.

better place. Hell, I can think up lots of misguided attempts to
improve the lives of supers from a villain's perspective, but what if
you actually have respect for those around you who are not as fortunate
as you (as a hero tends to)? Comic book writers, screenwriters and GMs
do it all the time!

It also depends on what you characterize as interesting. I have little
interest in the actions of a lunatic who does things for no apparent
reason, but the efforts of a character like Magneto are interesting
because I think they're easy to relate to (hurt those who would hurt you
before they have a chance to act), even though they are wrong.

Define supervillain. Most of the characters the heroes actually deal with are
mere supercriminals. A true supervillain, in my opinion, is one who generates
some emotion in the heroes, whether it be sympathy, anger, jealousy or
whatever. Think of all the great villains from books or movies. Darth Vader
was one of the first great villains I remember encountering in the movies.

On the other hand, the problem with playing the villains is that just about
EVERYONE is out to get you: the heroes, the authorities, rivals, etc.
Essentially, in Hero terms, the great villains should have Hunted: Everyone
14-, Greatly punish. Think of Dr. Destroyer. If he rears his ugly face in a
bid for world domination, you can bet every superhero aaround is going to put
down whatever they're doing and try to stop him. In fact, a lot of the
villains are going to help if they aren't on his side at the time.
