Stuck in Chancellor

I'm stuck on the staircase. I think I'm near the end. The lowest
storey has disappeared, perhaps because the real world has managed to
partly reassert itself. There's a lot of wind - can't make anything of
that. When I go through the door on the top floor I'm devoured by the
darkness itself, which I find VERY cool. I guess I need to relight my
torch. I think the orangey lights on one of the floors might be fire
rather than flourescent, but I can't reach them. I tried tying the
rope to the handrail on the floor above in the hope of lowering either
myself or my touch down to the lights, but no luck.

I was stuck in the same area, once. I'm pretty sure the trick here is that
once your torch blows out, something changes on a lower level -- a door
appears where there wasn't one before. You still have a bit more to do --
you'll leave the tower and you have one or two more objectives before
returning, but that should get you un-stuck (assuming I remember correctly).
