Does anyone know how the monsters were spawned in the overworld in
Ultimas 2 and 3? (and 4 and 5, I guess).
Were there spots on the map that randomly spawned a random enemy?
Because I honestly can't think of any time in one of those games when
I saw an empty pop into existence...

The game generates a random position, and then makes sure that it's
outside the player's view. The tile type (land, sea) is checked to
decide what kind of monster to spawn, and the player's number of moves
is used to decide how nasty a monster to spawn.

So it is just checking the numbers and not taking something like
levels into account? Wow, that is odd.

In all of those old games, there was always a chance that you could
run into something really powerful. Usually you saw it quickly enough
to duck into a town or something, but sometimes you ended up having to
fight it.
For instance, when my party was at level 1 in Ultima 3, we ran into a
Balron near Yew. Needless to say, no one survived.
