No; the morph cost isn't an activated ability (it does not have a colon in
the middle, a cost on the left, and an effect on the right), nor is using it
casting a spell. Is that the answer you came to, yourself? (If so, good!)
[It also can't be used to pay a mana cost that appears as part of the
resolution of an Elemental's triggered or activated ability, as neither
one involves 'playing' (announcing) it.]
