Brine Elemental -- 4UU
Creature -- Elemental
Morph 5UU
When Brine Elemental is turned face up, each opponent skips his or her
next untap step.
5/4

Smokebraider -- 1R
Creature -- Elemental
T: Add two mana in any combination of colors to your mana pool. Spend
this mana only to play Elemental spells or activated abilities of
Elementals.

In reading the cards, I think I may have answered my own question, but
I'll ask for the record: Can Smokebraider mana be used to pay the
cost to turn Brine Elemental face up?

No; the morph cost isn't an activated ability (it does not have a colon in
the middle, a cost on the left, and an effect on the right), nor is using it
casting a spell. Is that the answer you came to, yourself? (If so, good!)

[It also can't be used to pay a mana cost that appears as part of the
resolution of an Elemental's triggered or activated ability, as neither
one involves 'playing' (announcing) it.]

Brine Elemental {4}{U}{U} Creature - Elemental 5/4

Smokebraider {1}{R} Creature - Elemental Shaman 1/1
/ {T}: Add two mana in any combination of colors to your mana pool.
Spend this mana only to play Elemental spells or activated abilities
of Elementals.

No. Revealing the morph cost, paying it and turning the Brine
Elemental face up doesn't count as any of the things for which you can
use the mana from Smokebraider. It's not the same as playing an
Elemental spell, where the spell goes onto the stack from somewhere
else (usually your hand), and it's not the same as an activated ability
(cost: effect) on the Brine Elemental. It's just a special action that
you can take because the Brine Elemental is a face-down permanent.
