In THost, it doesn't matter whether you use PBx or not. If THost decides
that you should do a priority build, you will do one: with PBx, that one
is taken; with no PBx base remaining, your first order is being performed.
Which means you should closely watch which bases do regular builds,
that's where the build queue pointer is. Set your PBx on the bases which
come before that. Example: the last base that built a ship without PBx
was #230, so the build queue pointer sits somewhere after base #230.
Therefore, a base #240 or #250 will build quite soon, you don't need to
use PBx here. However, #220 will not build normally for a long time, so
it makes sense to use a PBx code here.
