Post subject: Scav Cargo Grappler

Is there any restriction on the Scav Cargo Grappler? I have some Scav
Privateers near an enemy base. They get cargo from ships in orbit, but
do not steal any Fodd from the Base.

I believe ship cargo grappling and base food stealing are two separate
things. First is done by the cargo grappler, and thus can be emulated
by the Scavs. The second is a Priv ability, not a device.
