Scalpel Tongue during blood hunt

Hi people, i have a problem concerning Scalpel Tongue

Type: Action Modifier/Reaction
Requires: Celerity & Presence
Cost: 1 blood
Only usable during a referendum.
[cel][pre] Choose a vampire who has cast one or more votes in this
referendum. The chosen vampire is tapped and abstains during this
referendum (this cancels that vampire's votes).
[CEL][PRE] As above, and the chosen vampire burns 1 blood.

I love exemple so i do one :

Vampire A is in combat with vampire B.

Vampire A send vampire B in torpor and play amaranth ( miam )

1) Vampire A can play Scalpel Tongue during the blood hunt ? ( same
action )

2) Can Scalpel Tongue be played on a tapped vampire ? (i hope that a
tapped vampire can cast vote) ?

No. Action modifiers and reactions are specifically disallowed from
being played during a blood hunt (Rulebook 6.5.6).

It can be played on a tapped vampire, and tapped vampires can vote.
