I'm not quite sure what you mean by "Sneak Peek", as that's not a term
that's used around here, but I'll try to answer what I think may be
your question anyway. This is my understanding: Prereleases are
allowed by Wizards on the Saturday and Sunday two weeks before the
release of a set, and sometimes one week before (in the case of storms
or the like stopping the normally-scheduled one, and maybe in other
circumstances as well). But since their contract with the Prerelease
tournament organizers doesn't say what time on Saturday, some places
run "Midnight Madness" events on Friday night, where the packs don't
get opened until midnight that Friday night, which is technically
Saturday.
Some stores might also hold their own release events as soon as a set
becomes legal to sell, often at midnight. It wouldn't surprise me if
some stores skirted the rules a little and opened some packs a few
hours earlier than that, but they shouldn't, and if you're aware of it
happening I'm sure Wizards' legal team would be happy to chat with you
if you'd like to report it.

Wizards has the worldwide product release dates the same to try to
keep things fair for them all. If a retailer isn't happy with how
their policies are doing that job, they may want to chat with Wizards
about what they could do better, although I'm not sure if Wizards
would listen. I'm not a retailer, so I don't know much more than that
from that perspective.

Converting that to U.S. dollars, that seems like a reasonable rate for
a Sealed Deck tournament. It looks less even than what we pay for
Prerelease events here. Keep in mind that the T.O. has to pay for
space rental, scorekeepers and judges, product, printer paper & toner,
and probably a bunch of other things. If you're not happy with your
T.O.'s rates, they'd probably be happy to hear from you. I know our
T.O. here loves talking with customers about what he could be doing
better. But they probably can't lower fees much if at all, especially
if they'd start losing money. (You can't make that up in volume.
