That's the case, yes. Mana regens after 5 seconds of not casting anything,
but health only regens when out of combat - hence the many many complaints
about the bug a couple of months back which caused a several-second delay
in leaving combat, as it massively increased downtime for non-healer
classes who have to rely on being out of combat to regen their health (ok,
bandages work in combat but it's not the cheapest option, especially when
you're only missing a small amount of health)
I got myself in a right mess on my mage last week because of that; two
spiders attacked me, I killed one and had the other sheeped, but had used a
healing potion (so it was on cooldown), and then stupidly bandaged while
poisoned and so only got about 1 second's worth of bandage. So there was
me, with 100 health, and a sheeped spider, so stuck in combat - couldn't
run, because there was nowhere I could go without aggroing anything else
that would finish me off in one hit. In the end I had to just resheep my
spider until bandage cooled down, and then hope for the best, as I still
only had under 600 health left lol. I really must skill up my first aid...
