Unlike previous versions, which have a fixed start and end point in
terms of design, SC4 will cycle through the designs. So if you play it
long enough, you'll get all the styles over time and then back to the
start again. You can change this in the options, if you want.
Also, the more upmarket (high-wealth) tend to be more interesting in
terms of design (less blocky, more decorated), but you won't get those
in any style until you've got enough demand for them. This can take a
while.

Too many degraded buildings usually means that they're not close
enough to the jobs for sims to be able to commute. You either need to
zone more industrial or commercial within existing commuting
distances, or improve your transport so that sims can commute further.
