I can't be certain, but my theory on what causes this glitch is thus:
As (Most of) the interiors in GTA are situated way above the cities and
countryside in "heaven", the game spawns the criminals and then decides
that they're not needed for the task it's just loaded (Entering a fast
food outlet) and deletes them, killing them in the process and adding
to your score.
It might also be a proximity thing. Try starting the vigilante and do
the gym glitch to fall down to the ghost world. Occasionally the timer
freezes, but more often it kills the criminals. You obviously can't
complete the vigilante mission this way, as you won't have access to a
police vehicle.

Seems to work everywhere, but works much more efficiently at CB and
Well Stacked pizza. This is kind of why I assumed about the interiors
theory.

Yep. Tank in SA. (In VC, the Hunter, for sure.)
It's an annoyance when you NEED to do it to get your 100% -- but, once you
HAVE 100% (and thus the extra vehicle hardiness), it's one of the most
entertaining things you can do. Swipe a cop bike (so you can shoot forward)
and rock. The visuals are great; some truly amazing things can happen.
It's addicting. (You'll probably never get to level 12, but who cares.
You'll have a blast. Probably even without 100%.)
I love it when a gang of Burger Ladies gets out of a car and they start
blasting on you. (Careful. They'll kill you while you're laughing.)

In Vice City, I normally jump the bridge and get 100 packages - this
gives you access to the Hunter which can be flown back to the east
island and used for Vigilante.
In SA, I usually wait until I've unlocked the Hunter after an all-gold
pilot school session. I love using the HPV and police cars, but it's
too time consuming when you want to get the miscellaneous stuff out the
way quickly.

I would have liked some sort of "undercover" car, like the Crockett and
Tubbs Cheetah in VC. Btw, that can be resprayed.

As much as I love the new M1 Abrams-styled Rhino, the dual use of the
right analogue stick to move the turret and the camera becomes a bit of
a hindrance, especially with a wanted level.
It's very good in the desert though, the Rhino can climb almost as well
as a Patriot.

Here's a neat trick: In the mission "Small Town Bank" with Catalina,
play through the mission as normal until you and Catalina make for an
escape out the back door.
Head down the alleyway, capping anyone who dares to point a gun at you,
and trigger the cutscene of two motorbike cops (the 'CHiPs' lads).
Before firing at them, kill Catalina to fail the mission and then take
care of any cops in the vicinity. Jack an HPV-1000 and voila! You're
very own everything-proof cop bike!
One other thing I've noticed: The Ammu-Nation infinite ammo glitch only
seems to work when the weapon you want maxed out is available for
purchase. As a result, get infinite Tec-9 or Micro SMG and you're
pretty much invinible when it comes to the Vigilante missions.
Good that, innit?
This seems to work with the AK47 and M4 too, even though they don't
become available until the desert stage of the game.

The "Funhouse" cheatcode is a great laugh, as is the "Life's A Beach"
cheatcode. Occasionally they both stay activated and you get a nice mix
of weirdos wandering the street.
Especially funny if you stick the "Peds Riot" code in too. There's
something about a bunch of homicidal clowns that reminds me of Twisted
Metal and Manhunt (No idea why!).

It's kind of strange; the Hunter is one of the only vehicles that
hasn't changed between VC and SA. The same also goes for
Liberty City Stories. Edisoncarter's hack to spawn a Hunter takes
advantage of the unused code that for some reason was left in the game.
God only knows why R* didn't implement it, although the smart money
would be: It saved them a lot of work. A lot of the buildings in
Staunton island *still* don't have collision detection on their upper
floors.

I'm a "Can-do". I had more trouble with the driving school. "Burn And
Lap" took me an obscene amount of attempts just to get bronze!

I don't think you can get an FBI Rancher until you either open Starfish
Island (One of Cortez' missions) or open the west island (Diaz?).

Eh. Why complicate matters? I just buy El Swanko and save there, then
keep trying to jump off the Prawn Island bridge into a passing yacht. Takes
5 or 6 reloads, usually, but isn't too hard.

This happens all the way through the game by the way. On my hunt for
bullet-proof cars this has annoyed the hell out of me. The game keeps
on nicking my souped-up Banshees and Cheetahs that I've had specially

The game is also quite clever when it comes to the mission races ("Wu
Zi Mu" and "Farewell, My Love".
The start location for Wu Zi Mu takes ages to get to from the nearest
safehouse and you end up with a severey damaged car before you even
start the race.
I can't think of even one time I've finished a race without the car
pouring thick grey smoke.

Eh. Catalina's place on Fern Ridge to Montgomery's not *that* far, and
her Buffalo's a rather nice car to use. Getting there with a good car

I think they also need to spawn on a road, and it tries to spawn them within
a certain range of the player. This is why they always appear at a certain
point in VC when you're at Escobar airport; and (at the higher levels) one
of the crims appears at the extreme limit of the spawn, which also happens
to be in the sea.
In SA - they often spawn on a highway, and they are often stopped in the
middle of the carriageway. You can unleash rocket death on them from quite a
