Go to Pacifilog, surf west until you get to the weird little islands and
fish. You should see quite a few horsea, use covert or theif until you
get your required item. Then trade with a friend while they hold the
scale.

Or you can go to the meteor falls, catch a lot of bagons (around 20) and at
least one of them should have the dragon scale
