I quit right before the new stuff came out (starter kit, ToW) and I've
been thinking about giving it a try. My question is - in order to play
the new system at all, do I have to download ToW or will my game
revert to the new system with publishes downloads?

Thanks for the time and help!

Just fire up your client, log in and it will update itself. Note that it
may take a while if you have uninstalled it at some point.
