Anyone Remember?

I have been trying to find an old game i used to play online back about say 5 years ago i believe maybe even a little longer, if i remember right it was part of a gaming/chat client download type package, and in it players could choose to play as four types, Commercial, Residiential, Industrial, Or a Governer type, that controlled zonning, and it was tick based, anyways its been giving me headaches trying to remember what this game was called or the client it was on, if ANYONE remembers the game please let me know, even if its not still around i have been going crazy cause i can't remember, anyways thanks a bunch in advance
