It is a "piece of machinery that pumps water up from below". In the case of a
mine, it keeps the mine from filling up with ground water. Without the pump it
is possible that the Wamingo mine would fill with water, but I'm a little
doubtful because Redding is a pretty arid area. It does not appear to be a very
deep mine, so I expect that the pump was just installed as a safety measure.
Even in an arid area it is possible to penetrate an aquifer and have significant
flooding hazard.
