Reckless Yawp

If a Methuselah has an untapped Yawp Court, and another Methuselah
plays Reckless Agitation (and is unblocked), is the cost of the R.A.
action paid before or after the window where you can tap Yawp?

I am assuming that "when a political action is successful" includes
the requirement of paying the cost first, but I just wanted to
confirm.
