1. I noticed that if a bb range is 3.2 for example and a hat range is
also 3.2 then when you put both of them on interdiction missions, the
bb will go to range 4 and the hat to range 3. Is this intentional? Is
there any chance involved when range is a fraction?
2. Also, if for example a hat has range 3.2 will it return fire when
attacked at range 4. ie is there any discrepancy between interdiction
range and return fire range?

My understanding is that if the range is 3.2, then you have 100% chance
of firing on something within a range of 3, but 20% chance of firing on
something at a range of 4. Doesn't matter if it is a land or naval
unit.
So your bb was lucky it interdicted at the range of 4.
I think the same applies for return fire (though I always seem to be
unlucky and cop return fire!)

I get the feeling based on comments from Marcus Ambruster that return
fire is 100% chance?
