Tastes vary, of course.
Nostalgia is a factor for many -- some of us remember the old top-
down CRPG Wasteland fondly, and Fallout is really its spiritual
successor. There's also a very strong, multi-layered plot, and some
intelligent conversation trees that really can affect the events in
the game -- far more so than in RPGs-lite like Dungeon Siege.
The game-world is very well-realised, with that dual-scale feeling
that many people like from the early Ultimas. And the atmosphere is
pretty good, too.
Personally, I wasn't terribly impressed with the combat engine, but
obviously enough people were for Fallout Tactics to get a release.
Beyond that and quite a steep difficulty curve in places, I really
liked it.

Interestingly, I preferred Fallout. Personal tastes, as I say.

UI is often a reason to be put off a game, though involving play can
draw one back in, sometimes.
