Yes you can. RCT 1 and RCT 2, a button below the list, see the manual.
Own music yes (MP3, WMA) WinXP: put files in My Documents\RCT3\Music\
Win98: put files in My Documents\RCT3\Music\
Maybay you must some folders by yourself. See manual and/or readme too.
