Did you see the exclamation mark when you clicked and got these other
quests? If you're above level and they'll be grey to you, they don't show an
exclamation mark. >> Stay informed about: Quest Availability |

I have a general question about quests and the how they become available in
the game.
I know that the silver exclamations are not yet doable for characters who do
not meet the
quest's level requirement.
I do happen to return to certain sites, where I am almost certain that I had
accepted all available quests in the area, and have either completed them or
kept them in my quest log.
But in a couple of instances I have clicked on a character and lo and
behold the character has a quest available ! This has happened on the peir
at Rachet , and also in the Inne of Menethil Harbor.
In the above areas, I can accepted all quests and never abandoned any.
How can this be? Is it common for Blizzard to add and remove quests and
possibly re-add them
randomly or at will?
Or , as I level up and complete certain quests other become available, from
characters not directly involved in a quest chain, even if I never see a
silver exclamation?

No , thats not the situation , I've queried ALL the characters in an area,
and accepted ALL
quests , grey or otherwise. Upon returnings , say , 4 levels later , I see

You only see the silver exclamation mark if you're very close to the
necessary level.
So, it may be that when you went there at level x you were still to low
to even get a silver !, but when you came back at level x+4, you're high
enough to get the quest (maybe levels x+2 and x+3 get the silver !)

Exception to this rule: The brew-making dwarf in Dagger Hills,
Westfall. He has a ! for getting the quest and a ? for returning five

Often that's because, technically, they have an initial one-time quest,
which unlocks a repeatable quest. In the case of the close
quartermasters, the initial quest is to turn in 60 runecloth; the
repeatable quest is to turn in 20 runecloth.
