As it stands there is only one person at rank 14 for each faction but
what happens when a 14 transfers to another realm which already has a
14?

There are many rank 14's spread across multiple realms. Some realms have
more than one rank 14. Some realms have none. Ranking is measured across
multiple realms.

It is my understanding that realm transfers retain honor points.
