Yo,

STEAM uses around 50% resources / CPU usage after it sits for a bit. There
are no downloads going on VIA Steam or otherwise, no games being played, no
unusual other processes. Nothing is happening on the system at all except
that. If I play a game using Steam while in that state, choke, and poor
frame rates are the rule. What is going on with this? WTH?

If I reboot Steam, all is fine again, but as I play, I can tell when
something is going on again because of the symptoms. Sure enough, exit the
game, and 50% CPU usage again.

What could be wrong??

Spec's:
Windows XP Pro SP2 / All updates 32-Bit OS
Asus P4C800E-Deluxe
1 GB UL Latency Dual Channel DDR RAM
Audigy2 Gamer Edition
Onboard LAN Controller 10/100/1000 3COM Gigabit LOM 3C940
WD Raptor 10K HDD
Gigabyte 6600 GT 128 GDDR

System has been reformatted recently as well.
Side Note:
It didn't do this prior to the new install

Well it would stand to reason that with this setup, I would have some muscle
behind it... And how does your answer help to solve my problem?

AND yes, I am wound up a little tight, cause I'm trying to play my games on
STEAM, with this over priced paperweight and it drops to below 25 FPS in a
fire fight!! There's no freaking way it should.

I am by far a rookie, I build systems for a partial living, now if anyone
has anything helpful to contribute to solving my STEAM problem, I am
interested in your comments.

FPS drop is pretty much a known issue with CS 1.6, many experience it,
disabling AA, limiting decals, using simple smoke settings all help
some, but when many models/players appear on screen in a map with
plenty of polygons in view, framerate drops occurs. I don't drop to
25 fps, but see my FPS drop down to 40 and 50 at "busy" screen
moments, and also see other undesirable FPS anomolies with CS. I also
play UT/UT2k4 and the framerate is far better with the Unreal based
engines so I know I don't have a system setup problem. I am using ATI
cards for the most part, but have an older Ti4200 card overclocked to
about a Ti4600 speed, and see similar results. I don't play Steam
based games outside of CS. I have a 9800 Pro vid card on an A7N8X-DLX
running an AMD-XP cpu at 2050 Mhz (equivalent of a 3000XP
approximately).

Your system is certainly capable of good performance.

I note the latest Steam appears to "self exit" after a spell, not sure
what the timeout is, but I hover my mouse over the steam icon in the
systray and steam disappears, apparently off'ing itself after some
timeout. When I startup Steam, less than 2% CPU usage is taking place
on this system (this box is a Duron 2000 CPU and A7N8X-DLX mobo).
Sorry I'm not much help, but one other thought comes to mind, could
the hyperthreading thingy cause problems? Can you limit/control the
use of hyperthreading when running Steam/CS? I have read where dual
CPU systems suffer some odd problems at times with games.

As you are complaining about the CPU being 50% utilised, without
knowing what speed the CPU is, knowing all the rest of the system
specs doesn't help.

So really, the big question is, what has changed on your system from what it
was and what it is now. Find out what that is and you will probably find
your problem.

It would have to be something in the way STEAM configured itself the second
time around. All my IRQ Assignments are the same, hardware has not changed.
I have made no changes in the CMOS/BIOS. All this leads me to believe that
there is SOMETHING in STEAM that is misconfigured and I have not a clue.
I have set the priority for STEAM to |LOW| in priority cause I seen there
was an issue with 64Bit OS's, and then set HL.exe priority to |HIGH|. That
didn't seem to make a difference.

It's only after STEAM has been booted for a few minutes, and then it does
this, 49 to 52% processor usage equaling major decrease in game play.
Mostly choke makes it unplayable. The only thing that seems to help is to
increase my rate during a game to 999999 but it is by far still not playing
correctly.

Also, something that I have noticed is that if STEAM is left open for a
period of time, and I run my mouse over it, like when I'm about to click it
to play, it will close as if it stopped running sometime earlier.

Additional note:
I am not running a 64 Bit OS.
Symptoms:
Low fps, choke regardless of cl_rate, rate, cl_cmdrate, there is no |LOSS|
however and ping is low, usually 20 or less.
